I'm a new landlord in Massachusetts.  I have 4 tenants (all tenants at will, paying monthly).  All signed a rental agreement when they moved in.  

I'm having a few problems... 1 tenant is complaining about smelling cigarette smoke and constant cigarette butt litter in the driveway and yard.  So I'd like to make the building smoke-free. I know I should have thought of this before, but as a new landlord it just didn't come to mind to add a smoking policy into my agreement.  

So my question is, since my tenants are month-to-month, can I type up a new Tenancy at Will and ask my tenants to agree to the new terms at the start of the next month?

P.S. An addendum might also be a possibility, but I'd also like to add in a specific quiet times in writing.  (I currently have something about each tenant having a right to quiet enjoyment, but I think some don't know what that means, so I'd like to spell it out more clearly.)  So, I thought a new agreement would be best (if legal).

since they are on a month to month, you can do either with 30 day notice
