I have tenants that moved out and although their lease states that they must clean the carpet and return the residence to the owner as it was presented to them they did neither.

In addition, they returned the home with damages to drywall, broken toilet seat, missing part to light fixture, scratches on stainless steel refrigerator and they installed additional blinds in such a way that they damaged the window frame during installation and left the blinds behind when they departed.

I with held about $1600 of an $1800 deposit and they are now not denying that they didn't clean things or that they damaged things but instead claim that they never received an Inspection Report when they moved in.  I sent them a copy which is signed and dated with the move in date and states it is an amendment to the lease.  I have pictures of the home before move in and after move out.

They continue to demand their full refund back. What should I do?  Can they file a Small Claims Suit?

yes they can file...anyone can.
you stated you have the signed form and pics before they moved in
make sure you have pics of damage and recipts
make sure you send they what and why deductions have been made
if they file you should be ok
