I have 2 seperate tenants . I believe upper will be taking care of the grass/snow . So obviously they need the garage to store equipment.

My question what if there lower wants to store there bikes And especially recycle bins and garbage bins in garage.

Will a shared space like this cause issues ??

It probably depends on the tenants. If it is specified in the lease that it is shared space, what is acceptable to put there, and let them know that the other tenant has access, then you should be okay. Just make it clear that it is not THEIR space, so they should have no expectation of entitlement to it, privacy, or security.

Am I opening up a headache if something gets stolen. Ie causing a argument between them

I suppose, but that's the nature of a shared space. That's why you need to make it clear it isn't secure. If they come to you complaining in six months, you just tell them, "That's why I told you the space is shared."
