Hi fellow landlords! 
I own a single story apartment building each unit has its own private patio. 
After the most recent tenant moved out, I found the unit infested with fleas. 
You can't go in the unit without getting attacked all over your legs.  

I have done flea bombs myself, and sent a professional exterminator THREE times to the unit. Unfortunately the fleas keep coming back. 

The building has tons of stray cats that live on / around the property including the patio for this unit. 

Even with the unit clear of fleas, every time someone comes to see the unit and goes onto the patio they bring the fleas inside the unit again. 

What can kill the fleas in carpet? I just replaced these carpets TWO MONTHS before these tenants moved out so would hate to do it again.  

Does anything humanely repel cats from your property? 

Any ideas? Your help is appreciated!!!

Is the grass kept nice and short? Do other tenants have dogs or cats? I find it hard to believe that stray cats are bringing so many fleas to the grass that those fleas are so bad that they are re-infesting the vacant unit. Do you know what the pest control company has actually done? Do they guarantee their work? Do they have other, longer-lasting treatment options?

Are you using the same exterminating company all three times?  If so they are either not doing a good job and or the products they use are not strong enough or the right one for the job and you should get your money back.

Try another company.

You can get Diatomaceous Earth and you can sprinkle it all over the carpet and work it in even sprinkle it outside and you can even use it on pets: 

Diatomaceous Earth (often referred to as "DE") is an off white talc-like powder that is the fossilized remains of marine phytoplankton. When sprinkled on a bug that has an exoskeleton (such as bed bugs, ants or fleas) it compromises their waxy coating so that their innards turn into teeny tiny bug jerky.

If the fleas are that bad you have something else going on there and it isn't because of those poor stray cats.  Sure they might have some fleas but not enough to flood the place like you are mentioning.

Have you checked the other units as the problem might be coming from there?

Also you can spray your legs, feet, pants.... with Deet, bug repelent meant for outdoor activities (or they make natural ones) to keep the fleas from getting on you.
