Hi,
I have a few properties of my own that I manage myself.  I helped my daughter get her first rental and because I just didn't have the time, she hired a property manager (a friend of a friend).  I've never worked with a PM before.

The expensive refrigerator at my daughter's rental needs repair and it's under warranty.   Is it the responsibility of the PM to meet the repair guys at the property and if so, would it be expected that he charges something for that or would it normally be included in the 10% he's already charging?

I realize that a contract can be written up any way but I'm just asking what's the norm.

If the property is rented, the property manager can have the repair service contact the tenant to get in to make the repairs. If not, the pm will need to let them in. Whether this service is included in the pm's duties would depend on what is written in their contract.

Yes as I said, I'm aware that the contract is what determines the PM duties, I'm just asking what is the norm.   In this case the tenants hadn't moved in yet.   I spent a second morning trying to meet the repair service who didn't show up or call when they said they would. 
My daughter has already had some arguments with the PM and I had asked me to meet the repair people while she figured out what her options were on her agreement with him.    After two wasted mornings, I'm letting the PM take over from here. 

On a side note, if you're in the Charleston SC area, never use A&E Factory Service for anything. They're terrible!

One last but of advice:  Be wary of using a friend (or a friend of a friend) for property management.
1)  If the whole situation goes south, how uncomfortable will it be with your friend?
2)  Some states require that you be a licensed Realtor, own an interest in the property, or be hired as an employee of the company in order to do property management.  Unless the friend is a licensed Realtor, are you deducting taxes and social security from his check as an employee?  What does your state require?  You should check.
3)  What experience does this friend have as a PM?  This is a specialized field.  Just because someone is licensed to do it, doesn't mean they do it well.  Check references, experience, procedures, etc.

Yes, mixing friends and business hasn't worked out very well.   In this case, he does have a PM license (in SC that's separate from a real estate license) he just hasn't been good at his job.    The friend of a friend thing is why my daughter didn't look into him deeper.  Lesson learned.
