what should do landlord if downstairs neighbor is complaining about noise made by tenant's child in during day?

Child's noise?  Who has a child that doesn't make noise?  Sounds like normal & reasonable, everyday sounds to me.  Explain that to the downstairs tenant.  Tell them to call the police if the noise continues beyond the city's noise ordinance hours.  Otherwise, if it's only during daytime hours, it is the normal noise one would expect from a child.

Describe that to the downstairs renter.  Tell them to call the cops if the disturbance carries on beyond the town's disturbance regulation time.
