One of our tenants died 8 months ago and her brother (who is the estate executor) still has not removed all her things from the apartment, which was fine while they were still paying rent. It's been 2 full months now, June being the 3rd that they have not paid rent. We have tried calling them with not answer. So who would own the stuff in the apartment? Can we sell it in order to get the back rent? And how long do you think we should wait?

The estate owns those items.  Serve the estate executor with a pay or quit notice, requesting that the belongings are removed within that time.  If not, file to evict the tenant & estate (have the executor served), and have the items set out after the eviction.  You cannot sell the deceased's belongings.
