Well, if I was a tenant I would laugh at all those suggestions and not care one bit about saving my landlord any money. Why would you pay their utility bills?

Most tenants understand that they continued residence in the property depends on the landlord making money.  Many also do not want to waste utilities.  It is a clause in many standard leases not to waste utilities.

You would not pass many background checks at any decent place, so perhaps in the places you live that is the attitude to have.

It can be a marketing tactic to pay utilities, and include it in a one-price rent.  It just one method of attracting tenants who might want that.

You have to think outside the box at times, and imagine why a real landlord might do something.  Not just look at things from the tenants side.

I suppose if you have a nasty ass unit that was full of bedbugs like yours are, you might have to include some extras to be able to find any tenants.
