2 weeks ago upper tenant turned down thermostat so lower complained was cold . I've now asked to keep it at a set temp .

At the beginning of the week lower tenant complains it's a bit cool . I asked them what their thermometer is reading and how long its been cooler. I haven't heard from them. Do I follow up with them or just leave it ?? Upper showed me a couple hours later that the thermostat is at its temp .....

Leave it be. It's probably fine now and that's why they haven't responded. You do your part of following up and correcting issues as needed, but if they don't respond, I'd assume they aren't worried about it anymore. Just be able to show that you did your part of following up and didn't just ignore it.

Hey, as you have followed up with them, so i will suggest you to leave it as it. Looks like, they are not concerned about it anymore.
