Hey all, my tenant's just called and said they think the gardener broke a sprinkler head and later in the day water was gushing out for 15 minutes. They said they dont want to pay for the excess water bill ( they mentioned $150.00). Who responsible for this waste of water? Im in California.

I can't say for sure in CA, but here the water company has a policy to reduce charges in the case of a plumbing repair. You take a copy of the repair bill in and they reduce the bill. Call your company and ask if they have a similar policy.

As long as your gardener caused the damage and they mitigated the loss when they became aware, then you should offer to pay any extra expense.  But water running for 15 minutes shouldn't result in a significantly higher bill.
